A Manhattan actor and screenwriter showed up at City Hall to make a political satire and staged a video of himself wearing a dominatrix to appear in the mockumentary, his campaign manager admitted.

Zack Weiner, a certified candidate in the Upper West Side’s Sixth District, won 959 bottom-of-the-barrel votes in the June 22, 2021 Democratic primary. Former District Chair Gale Brewer eventually won the seat by a landslide in the November 2, 2021 election.

As the climax of his manufactured campaign, Weiner thrust himself into the spotlight with a video posted on Twitter showing the shirtless candidate gagged while a leather-clad dominatrix dripped hot wax on him and put clothespins on his nipples .

It was all part of an elaborate hoax. Weiner, whose father Eric Weiner co-created the hit children’s TV show “Dora the Explorer,” pulled off a stunt that fooled the media, the public and people who called for the vote

Weiner’s team then flagged the video to the Post, claiming they wanted to get ahead of political opponents who might weaponize it.

“I’m a proud BDSMer. I enjoy BDSM activity,” Weiner said at the time, referring to sexual acts such as bondage, domination and sadomasochism.

But Weiner’s friend Joe Gallagher, a fellow actor and screenwriter who served as campaign manager, admitted this week that the entire campaign was fodder for his satirical “reality movie” inspired by the Anthony Weiner and Eliot Spitzer sex scandals.

“It was something we filmed for the campaign,” Gallagher told The Post. “We decided we wanted to do some kind of political comedy. And Zack had an idea. I wanted to write a script about a local politician or bureaucrat who benefits from some kind of scandal.”

The dominatrix stunt generated international news and late-night hilarity from Stephen Colbert, Seth Meyers and Greg Gutfeld, among others. In the film, Weiner and his campaign aides roar with laughter at Colbert’s jokes.

In addition to The Post, other major media outlets covering the story include The Guardian, Jerusalem Post, Daily Mail, Teen Vogue and Vice. In the film, Frank Sinatra’s “Fly me to the Moon” plays amid a flurry of news and commentary about Weiner.

The film’s big reveal comes in the final scene, showing Weiner, with the dominatrix, removing the gag from her mouth.

“How was that Joe, did we get it?” he asks Gallagher, off-screen, who replies, “Yeah, that should work.”

The whole affair is now the focus of “Citizen Weiner,” an 80-minute film opening in Manhattan on Tuesday at the Angelika Film Center in the East Village.
