Former Missouri City police officer Blademir Viveros charged in June fatal crash violated PD policy on responding to calls

RICHMOND, Texas (KTRK) — A Missouri City officer was fired this summer he was charged with manslaughter and accused of playing a role in the death of two people during an accident en route to a robbery call.

As the criminal proceedings are ongoing, ABC13 is still pushing for transparency about the rules and policies their city’s officers must follow on the road.

Months later, we still only have part of this policy.

A policy detailing when an officer must have sirens and emergency lights on, which a former Missouri City officer is accused of failing to do before the crash that killed two people and injured a third.

In June, the Stewarts were grieving the unimaginable loss of Mason and Angela after an officer on his way to a robbery call crashed into their car and was accused of not having his lights or sirens on.

At the same time, ABC13 asked the Missouri City Police Department what their policies are when responding to calls. They had us file a public records request, which they later contested, asking the attorney general for permission to disregard it.

When they were forced to give Eyewitness News that information, part of their priority response policy was blacked out.

Charing documents state that former Missouri City officer Blademir Viveros is charged with manslaughter and failure to use proper emergency lighting and excessive speed on that deadly day.

Viveros also had a man named Michael Hawkins in the back of his car at the time of the crash. He violated PD policy, which prohibits officers from responding to calls when someone is inside the police unit.

Hawkins was not discovered for hours before receiving medical attention. His friends say he is in a rehabilitation hospital and partially paralyzed.

The Stewart and Hawkins families both have lawsuits filed against the police department in connection with the case.

Viveros remains in jail on $800,000 bail.
