11 more Minneapolis gang members indicted on multiple RICO and murder charges

An 18-count indictment was handed up by a federal grand jury in Minneapolis on Wednesday against 11 street gang members on charges of racketeering and racketeering-influenced (RICO), murder, attempted murder, gun and drug trafficking .

The indictment alleges that the 11 individuals were members of the Lows criminal street gang, which has been active in Minneapolis since around 2004, operating primarily on the city’s north side.

The Lows gang allegedly traffics in firearms and narcotics, including fentanyl, and uses threats, intimidation and violence to protect its territory, reputation, illicit proceeds and power, federal prosecutors say.

U.S. Attorney for Minnesota Andy Luger began using RICO laws to target street gang crime in Minnesota in March 2023, when his office filed charges against 45 gang members in Minneapolis.

The most recent indictment shows that the suspects engaged in racketeering by committing illegal acts of violence and trafficking in weapons and narcotics. The indictment details 78 acts committed on behalf of the gang, including seven murders or attempted murders with a total of ten victims.

“The individuals named in this indictment have allegedly engaged in homicide and illegal drug and firearm trafficking, which has created an atmosphere of terror and disrupted countless lives in this community,” said Acting Special Agent in Charge of the Bureau of IRS Criminal Investigations (CI) in Chicago, said Ramsey E. Covington. “These charges represent a critical milestone in our commitment to restore safety and uphold justice in the communities we serve.”

Eleven members of the Lows gang, all from Minneapolis, were indicted for the following crimes:

  • Ashimiyu Alowonle III, aka Cash, 38, is charged with RICO conspiracy and conspiracy to distribute controlled substances.

  • Timothy Callender III, aka Lil’ Tim, 26, is charged with RICO conspiracy and conspiracy to distribute controlled substances.

  • Glenn Carter III, aka G5, aka Bossman Carter, 23, is charged with RICO conspiracy, use, carrying or possession of a firearm in furtherance of a crime of violence resulting in death and conspiracy to distribute substances controlled. Carter was also charged with murder on May 14, 2022, as an act of racketeering in furtherance of the RICO conspiracy.

  • Victor Collins, aka Vic, 22, is charged with RICO conspiracy, use, possession or possession of a firearm in furtherance of a crime of violence resulting in death, conspiracy to distribute a controlled substance, possession of intent to distribute a controlled substance and possession. a firearm in the promotion of drug trafficking. Collins is charged with committing murder and attempted murder on February 27, 2024, as an act of racketeering in furtherance of the RICO conspiracy.

  • Damari Douglas, aka Mari, 20, is charged with RICO conspiracy, felon in possession of a firearm and possession of a machine gun. Douglas is charged with murder on December 3, 2023, as an act of racketeering in furtherance of the RICO conspiracy.

  • Deontae Jackson, aka Leef, 35, is charged with RICO conspiracy and conspiracy to distribute controlled substances.

  • Shannon Jackson, aka Shakedown, 32, is charged with RICO conspiracy, possession of a firearm in furtherance of a crime of violence resulting in death, conspiracy to distribute a controlled substance, possession with intent to distribute a controlled substance, possession of a firearm for the purpose of promoting drugs. trafficking and felon in possession of a firearm. Jackson is accused of committing a crime on April 27, 2023, as an act of racketeering in furtherance of the RICO conspiracy.

  • Robert Knights Jr., aka CMB Rob, aka Lil’ Rob, 19, is charged with RICO conspiracy, conspiracy to distribute a controlled substance, possession with intent to distribute a controlled substance and possession of a firearm in order to promote drug trafficking.

  • Albert Lucas V, aka Abk Sav, 20, is charged with RICO conspiracy, use, possession or possession of a firearm in commission of a crime of violence resulting in death and conspiracy to distribute controlled substances. Lucas is charged with committing murder and attempted murder on February 27, 2024, as an act of racketeering in furtherance of the RICO conspiracy.

  • Kaprice Richards, aka Kap, 23, is charged with RICO conspiracy and use, possession or possession of a firearm in commission of a crime of violence resulting in death. Richards is charged with attempted murder on May 29, 2022 and murder on April 27, 2023, as racketeering acts in furtherance of the RICO Conspiracy.

  • Cartrelle Smith, aka Pooh Moe, 27, is charged with RICO conspiracy, conspiracy to distribute a controlled substance, possession with intent to distribute a controlled substance and possession of a firearm in furtherance of drug trafficking.

If convicted, the defendants face various penalties, including life in prison.
